Development of a logistical concept for waste disposal in the People’s Republic of China, based upon the example of the town of Guilin

The concept developed provides for the separate collection of residual wastes and biowastes. Biowastes are to be recycled in municipal composting plants, while residual wastes are to be used as landfill. The recycling of plastics, paper, glass and metal is already undertaken. 

Summary

With German assistance, the town of Guilin is seeking to secure its logistical waste management arrangements as a means of improving the town’s image on a long-term basis.

In consequence, the object of this project has been the development of appropriate household refuse collection and transport logistics for this medium-sized town in the People’s Republic of China.  To this end, it was intended to establish a concept for a full-scale trial to be conducted in model districts of the town.

Results:

  • Work has been based upon the consideration of structural conditions, road structures, statutory and administrative provisions.  Continuous waste analyses have been conducted and, for the first time, a survey on this subject has been conducted among the Chinese population.
  • The level of resident-specific waste production in Guilin and the overall composition of waste are comparable with those observed in German towns.  However, the proportion of biowaste is somewhat higher.  The recycling of a higher fraction of paper, plastics, metal and glass has already been achieved.  The separate collection of residual wastes and biowastes has been proposed.  Biowastes are to be delivered to a composting plant, while residual wastes are to be used as landfill.
  • In the concept for the full-scale trial, characteristic values have been established (e.g. for waste containers, the collection cycle, vehicle and personnel requirements) and the requirement for public action has been specified.  The organisational structure, the coordination of all interested parties and the schedule for the conduct of the trial have also been determined, and a training concept has been devised.
